Chief Billy Curlew was elected the leader of the Moses Band of the Confederated Tribe of the Colville Indians in 1936. In 1946, he was the ranking chief the Tribe. In the late summer, he went to visit Harold Weaver, Forest Supervisor, at the Colville Indian Agency in Nespelem, WA.
